Ambulance Victoria’s procurement policy aligns with the Victorian Government Purchasing Board (VGPB) supply policies for goods and services.
Procurement of construction activity by Ambulance Victoria is managed according to the Project Development Construction and Management Act 1994 (Vic).
Procurement directives
All Ambulance Victoria procurement activities meet the following directives.
Value for money
A balanced judgement of financial and non-financial factors considering the mix of quality, cost and resources, fitness for purpose, total cost of ownership, and risk.
Accountability
Ambulance Victoria’s Chief Executive Officer is accountable for and has the flexibility to conduct procurement activities using appropriate capability to provide value-for-money outcomes.
Staff involved in the operational procurement process must be equipped with the appropriate capability to prepare value-for-money outcomes.
Probity
Ensuring high standards of behaviour and actions in the conduct of procurement processes including equity, confidentiality, avoiding conflicts of interest, and consumer/supplier confidence in the integrity of government procurement processes.
Scalability
The relationship between the complexity of a procurement project and capability to conduct it must be considered to achieve a good procurement outcome.
Social procurement
Ambulance Victoria is committed to advancing social and sustainable objectives through social procurement. Through our buying power, we generate social, economic and environmental outcomes that benefit the Victorian community and the environment. Our Social Procurement Framework provides the strategy and the licence for collaboration with our suppliers. To improve the social and environmental value of our purchasing decisions. The Framework sets out how we intend to embrace, identify and grow social procurement into the future.
Procurement activity plan
The Procurement Activity Plan (the plan) describes the types of procurement activity Ambulance Victoria plans to undertake in the selected period.
The plan is provided for planning purposes only and does not represent a solicitation or constitute a request for proposal, nor a commitment to purchase the goods or services.
Ambulance Victoria will review and update the plan from time to time based on the information available.
Ambulance Victoria purchases a range of other goods and services from whole of government State Purchase Contracts and Health Purchasing Victoria collective agreements.
Tenders' website
Ambulance Victoria uses the Victorian Government Tenders System (Tenders VIC) for all publicly advertised and other significant procurement opportunities. Ambulance Victoria encourages suppliers to register as a user of the Victorian Government Tenders System.
Procurement complaints
Ambulance Victoria has developed a Procurement Complaints Management Procedure to provide suppliers surety that there is a mechanism in place to raise any concerns they may have in relation to Ambulance Victoria procurement processes.
Complaints will be managed in a consistent, fair and transparent manner in accordance with the process outlined in the Procedure.

Supplier code of conduct
The Victorian Government is committed to ethical, sustainable and socially responsible procurement. It has implemented a supplier code of conduct to ensure government suppliers meet a set of minimum ethical standards.
The code applies to Ambulance Victoria contracts, agreements and purchase orders for the supply of goods and services and construction works and services. Further details on the code are available from the VGPB website.
